Why wont my CRT kick on?

My January 2000 Panasonic Omnivision crt wont show a picture or make the sound. The lights on it are working and everything looks fine, what do i do? I cant scrap it, because we need it.

P.S. the device wasnt listed so dont worry about the one listed on the side.

UPDATE: it turns on and everything, and no the crt shows NO picture, but when i press power, i hear 2 clicks followed by a surge sound like "pteow".

@teamturkeymelon what exact model is this? How familiar are you with CRT's? These things have a HV power supply and getting zapped on it can be a heartstopping event.

This is a PV-C1330W. I'm quite comfortable around them, as long as i have rubber gloves (which i do)
