Doesn't charge when connected to charger.
Neither of two chargers will cause battery indicator to move from "battery" to "charging"....

This could come from the battery indicator, so turn off the machine detach the cable connected here and boot your mac and see if any change
If nothing changes the problem could come from the ISL 6259 (U7000), before replacing this check the resistors R7021 R7022
If you ruled that out last thing I can think of is the SMC, not a great fan of replacing this :(
