Replacing Touch ID/Fingerprint sensor on Note 8

Does replacing the Touch ID/fingerprint sensor actually restore the function back to the part?

Assuming you mean you have a fingerprint sensor that does not work now, then yes if you replace the sensor with a functioning one it should replace the functionality.
