Why my fans are running all the time?

My Dell XPS 15 has this problem: fans are always running, making lots of noise, even when computer is idle, or having just 3-4% jf CPU load. (earlier when I just bought it it was very quite, fans started up only under high usage).

Can it be that after a year of usage my cooling system is full of dust? Should I clean it?

Unfortunately there is no instruction on iFixit.

buy a can of compressed air and clean the fans air ducts. Be sure NOT to make the fan spin as you can damage the motor. have a vacuum nearby to clean up the dust.
