Dash lights on but everything works properly

I have a 2002 Lincoln LS. The traction control lights, ABS light are always on. I've taken it in to many mechanics who say everything is working properly. I noticed this happening after I was monkeying around with the horn fuse. Does anyone have the same car and have noticed a similar issue? One mechanic said it seems like an electrical issue.
