Why do I need to give permissions

To my phone and my contacts just to change the wall paper? Isn't that dangerous?

No not at all, its just a security feature with google to make sure it is really you.

Permission requests are very common and you'll see them a lot for first time use/changes. Remember that you Samsung runs it's own "skin" for Android (named TouchWiz). Because it's not vanilla (or factory) Android, you will need to provide it with permission to perform actions (usually just once).
