How do I PERMANENTLY prevent the Taskbar from appearing in games?

Windows 10

Whenever I play a game fullscreen... ANY game, the taskbar appears over it at the bottom of the screen, as it does in the following image

The only solution I've been able to find thus far is to...

1. Open TaskManager

2. Right-click on Windows Explorer, than click on Restart.

This gets rid of the taskbar appearing in fullscreen games, but the problem just comes back as soon as I restart my PC.

Is there any way to fix this problem permanently?

1. Right-click on the taskbar and select Settings on the context menu.

2. If you are using a desktop, make sure Automatically hide the taskbar in desktop mode is on. If you are using a laptop, make sure Automatically hide the taskbar in tablet mode is on.

The problem described above isn't helped by this suggestion, unfortunately.

The problem with that is that when I play RTS games like Dota it still pops up if my cursor gets too close to the bottom of the screen.

Yeah, that doesn't work. World of Warships, everytime I move my cursor to the bottom of the screen the taskbar appears. Then if I accidently clicked on something, downhill from there
