klay, I would start with a new battery first. Not sure how old your battery is and a relative easy and inexpensive fix. The only mechanically moving part in there is your HDD and not sure about the noise you hear but it would be the only thing that could make a noise. I am going out on a limb here and say you have an iPod video. The classic did not come with a 30GB drive , the battery is here http://www.ifixit.com/iPod-Parts/iPod-Vi... and the instructions are iPod 5th Generation (Video) Battery Replacement once you've got this done, reevaluate and see what it does. Watch the connector on the logic board, do not pry it off the board when you disconnect the battery cable. Good luck and let us know.

What generation ipod classic do you have? When you tried charging your ipod did you keep it plugged in charging for a few hours or just a short time? I would recommended charging the ipod for 4 hours and then unplug it and see if it still does the same thing when you turn it on. If it does that means the ipod still charges the battery. If the ipod still has the tick sound and faint whine you hear when you turn it on the ipod likely has a bad hard drive.
