BIOS only shows up on a cold boot?

So the title basically says it all. I'm running a AMD Ryzen 3 1200 on a MSI Tomahawk board and for some reason the BIOS refuses to open unless the system boots cold, so either the first time of the day or waiting 30 minutes for it to cool down. And before someone asks no spamming 'delete' does not work, in fact it just locks up the computer at a black screen till you decide to forcibly power it down. I'm not sure if its just a MSI BIOS problem though because I was running a Gigabyte board with the same thing happening, but my question is whether this is something that was done on purpose or some setting I need to enable or what? Because overclocking would be a lot easier if I did not have to wait 30 minutes to modify the clock speed.

There may be something like Boot Options that will let you restart and enter BIOS.

You may have fastdetect with no timeout for boot set in the bios options...this can be verified msconfig screen by reading the boot ini file....if this is not the case ...try updating bios firmware for the board.

You mean ultra fast boot / fast boot option in BIOS? Yeah that should be disabled.

But fast startup via Windows does not cause this issue.

I do not believe my motherboard has this feature. I can not find anything about it in the manual online or in the bios itself. I have looked in the boot menu and just about anywhere else I could think it would be with no luck
