Mower will not start unless deck moved

ZTS 7000. Mower will not start unless the deck is moved. Up or down. No sound when key is turned. Starts as soon as deck is moved, which is electric. Battery is good solenoid is good. Seat kill switch is good. Happens every time, even when warm.

Blade/PTO is off.

Does it have a pto switch? If so check that it is operating correctly.
