Disabled iPad Mini - move data to another iPad

iPad mini has been disabled due to multiple login attempts. Can I move the flash drive to another iPad and copy data from the drive ?

Unfortunately, no you cannot do this. The data on the NAND chip is encrypted and it is serial locked to the logic board. While you can change the serial number so that it matches the new logic board, this makes all of the data it contains unreadable.

How long do you have to wait until the disabling is removed?

No wait time. It has been several months since the device got disabled due to multiple attempts. Apple Care said except erasing there is no other way.
