Getting data off of dropped phone with vertical lines?

Hello and thanks for the potential help :) I'm trying to get data off of my phone so that I can replace it. In order for my insurance plan to work, I need to send them my old phone, but currently it has data on it that I would be grateful to have.

My sister dropped my phone a little bit after I got it and since then it has refused to sync with my computer, so I haven't been able to back it up.

That is a problem because it's a year later and it was dropped twice again, the last being a small fall that made the screen flicker and keep scrolling down, with colorful vertical lines. The phone seems to be operational on some level--I COULD unlock it if the screen would stop scrolling, but that seems to be impossible.

The only apple store in the area has been closed for nearly a year, and just reopened. I took it to them yesterday and they told me there's nothing they could do. The first guy thought they could sync it up somehow, but the others were extremely dismissive and rude...

Do you know of any way I can obtain my photos from my phone?
