Why does my handset not charge past 1%?

My iPhone 7 Plus handset will not charge past 1%. I have had the battery replaced as well as the Dock connector but still the handset does not pickup charge. Does anyone have this problem and maybe know of a possible fix for this.

Can you confirm if the charging brick and Lightning cable work on another device?

If they do, there is probably something wrong with the charging circuit on the logic board (Tristar IC). This requires a micro-soldering repair and is not DIY.
