Why can't I delete pictures?

Samsung Galaxy J7

This is the device page for the Samsung Galaxy J7. The OS that comes stock to the device is Android OS v5.1.

Options

It lets me delete my pictures but then once I would have restarted my phone the pics I would have deleted are back in gallery

Options

See if you are automatically syncing the photos somewhere like Google Photos.

Log into your google account at https://photos.google.com and see if they are there.

No still didn't work and I'm not synchronised with Google or one drive
