Why after the updates the phone telling me to call 611 unable to acces

I bought a Lg G2 Mini and after the update i can not access the phone now am in Jamaica and its telling me to call 611 and i dont have an account with Sprint.

I'm not sure where you bought the phone from, but you should take it back. Sprint is a CDMA phone number exclusive to the United States, and they rarely unlock their phones for foreign SIM use.
