Only the power button is not working. Rest of the keyboard works fine

Should I be replacing the whole keyboard or is there a troubleshooting step I'm missing? I have cleaned the ribbon cable, re-inserted it fully and only the power button does not work.

The only way to turn the laptop on is to unplug the battery and insert the magsafe charger cabler connector thing.
