Cant find notifications bar or receive notifications or emails.

Cant pull notification bar down. Not receiving any notifications. My emails are not synced or incoming. My phone not ringing with incoming calls.

Home button isn't working either

Notification bar stuck, started about 3 days ago. None of the run of the mill fixes work, such as switching to guest, on this phone it is not an option, also locked out of Google store downloads.
