What is wrong with this bottom LCD? Could it be fixed?

I'm buying this faulty Nintendo DS lite from ebay, it seems that the bottom LCD is very blacked out yet still responsive. I have some experience with electronics so could it just be an LCD problem?

It seems to have very small black horizontal lines running from end to end, It isn't cracked either?
