7 beep usually indicates an processor failure either the apu or cpu reseating is usually the only option . There is probably a heat issue here .perhaps the fan is plugged with dirt or the thermal paste has broken down and needs to be replaced . You can try resetting the fault code by removing the cmos battery for about 5 minutes . this resets the bios and allows a clean boot without the error however if there is a problem with the processor itself the issue will return . If I were fixing this I would first clean the fans and reapply thermal paste then remove the cmos battery see what I gain and if theres no joy then i would reseat the processors . Hope this helps

atudblessed 7 beeps means a CPU cash test failure, which is a CPU failure. You could try to remove the battery, unplug the system and hold the power button for 30 seconds. Then just plug the power supply in and see if you get something different than the 7 beeps. Download the service manual for your Inspiron from here. It appears your processor is soldered to the motherboard, which would mean you will have to replace that to repair your processor.
