hard reset is needed

There was low battery yesterday and it shut down. I put it to charge and in the morning when I tried to turn it on it started to turn on and off. I tried to reboot, tried to do recovery and tried to do factory setup from hboot recovery menu but its still restarting. what can I do ? can I do something without using PC ? thank you beforehand

Its possible that you might have to some how find and flash the stock firmware. I am not sure as i have not messed with many HTC phones not have i seen one fail after a battery drainage.

The "turning on and off" doesn't sound like you need a factory reset.

Try

a) a different or higher Amp charger. Normally they are 5v/1A, try a 5v/2A.

b) have someone look at the battery.
