Problem with PTO not working

I have a Craftsman ZTL7000 mower. The PTO quit working while mowing. I have a fair amount of troubleshooting skills.

What I have done:

1) Disconnected connector at the clutch.

2) Checked voltage when running, and PTO button is pulled out - got 14 volts DC, which is what it should be off the alternator.

3) Checked resistance of the clutch, 3.7 ohms, sounds about right

4) Connected clutch to 12 VDC power supply, clutch pulls in.

5) made a jumper, started mower, and with connector disconnected, applied 12 VDC to clutch connector, clutch engaged and blades turn.

6) Reconnected connector, pulled PTO button, nada - zip - bupkiss!

I'm at a loss. I believe if I was getting 14 volts, at connector, and jumping 12 volts engages clutch, that when connected, the clutch should engage! I am at a loss. I would put a switch in for now, to get me through the last mowing of the year, but when you pull the levers to back up, it disengages the clutch. Thinking it's safety so you don't have blades running and you inadvertently run over something, but I don't know it it would hurt the mower to have the blades on full-time, just until I can get it in the shop and fixed in spring.
