Dryer will not boot up. The control panel just flashes a brief light

My kenmore elite dryer 84132 is 3 years and both control boards were replaced 6 months after purchase. Ocassionaly after new panels were installed I would have to flip the breaker off and on to get the dryer to boot up. Now the dryer will not boot up and when I flipped the breaker the control panel just shows a brief light flashing off and on, but nothing else. The on and off switch does nothing. I had to turn the dryer off at the breaker to stop the control panel from flashing off and on.

There is no code, nothing working; just a very fast flashing light on the panel.
