dvd/cd ROM drive will not start Code error 19

I have had this Dell Inspiron model1564 laptop, running Dell Inspiron Windows 7 model1564, for about 8 months. I get a message with a yellow triangle saying Windows cant start this hardware drive because configuration information in registry is incomplete Code19 or damaged. I still get messages upon startup about configuration-dll's not registered Ron
