Hi, there is a very large possibility that the home button is water damaged. Apple is making it hard to even change the home button so you wouldn't be fixing that anytime soon. There are two flex cables that come from the iphone 7 home button and one is for the pressure sensor which sees if you are putting pressure on the button to then simulate that button tap with the taptic engine. The second flex cable is responcible for the touch ID.

There are two possiblilties:

  1. The second flex cable is torn and can't read the touch ID
  2. The chips on the home button flex have been water damaged

The second option is the most likley. I would reccomend taking the phone apart if you haven't alrady and having a look at the home button. I would reccomend getting a friend or a repai shop that has amicroscope or some sort of mignifying glass to see if the chips are corroded or water damaged. Good luck and hopefully that helped

Also, you shouldn't use an ultrasonic cleaner on a home button as it damages the sensors inside of the home button.
