Why is the red LED not turning off?

The red LED on my phone will not turn off, even when the phone is powered down. I also notice that now when the phone is fully charged, the LED does not change to green.

Are you leaving the charger plugged in? When the battery is full and the charger is connected it will still glow red until I remove it. It takes a few mins before it goes away and turns blue.

This problem is with the charger not connected. Even when I allow the phone to drain the battery that it would not turn on, the red LED was still lit. It just will not turn off.
