This is a Windows issue that I have encountered before and I'll say it is quite annoying. It is usually an issue with the OS itself but can be an issue with you account as well. Here is something you should try: Go to this page and download the Media Creation Tool on another PC. Get a Flash Drive that is at least 4 GBs and go through the Media Creation Tool menus and when it presents you the option of where to install it select your flash drive. It will be erased and Windows will be installed on it. Once you get this far, get back to me and I'll give you the rest of the directions. Also, what model is your laptop?
