Replaced dogs, still won't aggitate

Machine made a humming noise when it should have been aggitating so I replaced the dogs expecting the problem to be fixed. Now there's no hum but the machine 'blows bubbles' when it should be aggitating. Slow infuriating bubbles like a two year old who refuses to finish their food.

What should I try next?

will it spin out? does the agitator move at all (even a little bit)?

By hand it spins correctly (only one way, not like before I replaced the dogs). But not at all on its own.
