Loss of odometer, speedometer, tachometer, heater, and power windows

My speedometer, odometer, tachometer, heater and power windows stopped working. I checked the fuses and they seem to be good. I even tried putting in a new instrument cluster and still they don't work. What could be my problem. Even the code readers don't work on my 1998 Toyota Corolla.
