My printer is smearing toner all over the page, like this: http://imgur.com/a/AdFAN
It seems to be an imprint from previously-printed pages. I think the belt in there is getting dirty and I tried cleaning everything I could as well as replacing the black toner cartridge but nothing seems to do it. What's the most likely issue?

All laser printers can encounter this problem as the fusing roller (heater) is not working. As the fine toner dust is not heated to bind to the paper. You'll need to check to see if the fuser is powered or if it's burnt out.
The second problem as the dust is now loose everywhere inside you'll need to do a compete cleaning and will likely need a new printer cartridge as well.
