trouble starting 2002 ezgo

Cart run after I finally get it started, but it has trouble starting once it sits for a while. there is fuel in the air filter compartment. Could it be the fuel pump. I have replaced spark plugs, oil and cleaned carb twice. I have a new carb, fuel pump and fuel filter on order. Any suggestions?
