Why can't I make Emergency Calls (Or anything radio related)?

There's a lot of things going on with this phone, but right now I just want to figure out which part of the hardware is causing the problem.

So the phone couldn't do anything radio related, basically radio is turned off and cannot be turned on. Can't make or receive calls/text messages and if I go and scan for available network operators it will just say "Error while searching for networks"

At first I thought it was the SIM reader that's failing, since every SIM I throw at it just shows no service what so ever.

But the odd thing is that contact list is still being read and there is no notification telling me that I'm in Emergency call only mode.

And whenever I actually make an emergency call, a loading window just pops up and saying "Turning on radio". It will go on for a moment and the dialing would just hangs itself up.

If anybody can identify the issue and give me an idea of the repair cost, it will be greatly appreciated.

Does the phone display an IMEI under Settings > About Phone > Status? Hopefully baseband is not showing unknown as well.
