Why does my cart stop at times?

I have a 2004 or 2005 club cart precedent it has new batteries. It will at times stop moving completely when i depress the go pedal it may move and it may not i have noticed that when I hear the clicking sound it will move if it doesn't click it will not move could it be some type of switch ?
