@viviz you did not tell us your exact model number. the common issues with the Panasonic Viera
Usually to determine if it is the unplug the set and remove the back. then plug the set back in. You should hear a click of the first relay when you plug the set in, then turn it on. Should you still get 10 blinks then you know it is a bad "A" board which is your Mainboard.
The layout should/could be typical but may be different for your exact model. Let us know what model is it and if there is any change.
