incorrect memory availability, memory used does not add up correctly

I have an iPhone 5 with Version 10.2.1.

I have deleted all photos and videos and emptied the Recently Deleted folder and yet the Storage display shows

Used 3.98 GB

Available 1.1 GB

For Photos and Camera it shows 921.5 MB usage even though all photos and videos have been purged. Furthermore, if I add up memory usage for all applications listed, it only totals 1.57 GB.

Take away the 921.5 MB for Photos and Camera and the usage should only be 0.64 GB.

Why does the Storage display show 3.98 GB used? How can I recover the unavailable memory?

Reboot the phone. If it still doesn't work, check back on the photos and the recently deleted folders. If stuff reappeared, DELETE IT AGAIN.

I had already checked manage storage under iCloud usage.

Perhaps it wasn’t clearly explained in my question.

There are two problems

1. Even though all photos and videos have been deleted from both the albums and the recently deleted folder and still the storage usage shows Photos & Camera = 930.5 MB. It should be 0 MB

2. Adding up all the items listed under iCloud usage – Storage (including the mysterious 930.5 MB above) it totals only 1.57 GB.

But the iCloud usage – Storage page says that there are 3.98 GB Used.

The actual usage (not counting the mysterious 930.5 MB is only 0.64 GB)

So I am getting a wrong number for Photos & Camera usage

And I am getting a wrong number for total storage usage.

I am still unable to get access to the memory that should be available.

Go to settings, general, storage and iCloud usage, under storage click manage storage. It will say what is using up all your data.
