Screen not responding to touch

Cannot unlock or power off.

You need to be more descriptive because these could be two separate issues and instead not be related together.

Cannot unlock which I'll imply this time is the touch screen digitizer needing to be replaced.

For power off it could be related if you mean you can't slide to power off due to bad touch screen or it could be the power button cable being cut causing you not to be able to use the power button.

Hi, the easy fix would be to perform a hard reset. Hold the home button and power button for up to 30 seconds or until the devices turns off and back on again. If the touch starts working again, then great! If not, you will need to perform a digitizer repair. Remove your current glass and install and new screen. This will then fix your issue. iFixit has lots of guides on how to repair the glass digitizer.
