allan sutton, Sounds like the safety lock engaged when belt went into retracted position. Could lead to a big job if you have to pull the retractor out (unhook the negative battery cable)as may be tied into the SRS. I have had a few times where you have to give the belt a good tug to get it to release(give it slack and a few good hard tugs). Or if you have gotten water/slush on belt and it is cold it may be frozen. You may need to pull the retractor out then hold it straight up then pull the belt until it releases, then put it back in once you have got the belt to release. If the belt worked correctly up to pulling it out then you should be able to address the issue, check for any debri in the retractor also and blow or vacuum out. If you notice rust or corrosion on/in the retractor replace the belt assy. for safety as this will just happen again probably. If you do uninstall the belt make sure to reinstall back properly for it to function as it was designed. The link below was all I could find that may help if retractor has to be removed. Good luck. I hope this helped you out, if so let me know by pressing the helpful button.

Not much of an expert in terms of vehicle repair but I will say this, you should worry less about fixing this than replacing the catch for safety. I know if this was my car all faith I had in this working in an emergency would be gone.

But to try and answer your question, I think most of the belt buckles in the world are just plastic covers that can be pried apart, and once in there you should be able to wiggle the clip free.
