My touch ID isn't working how can I send this off for a repair

Have you tried a software update? I would try that first.
Have you had a screen replacement before?

is there no apple store near where you live? because if the update doesn't do it, or a factory restore doesn't do it, then apple is the only place that can get you a functioning touch ID button. I think they charge around $150 though
