Unit starts power on but cannot

Macbook Pro 13" 2012 w/Optical Drive - Startup Failure issue:

When pressing the power button, the unit does the following:

optical drive reset, the white light on the front comes on, it accesses the hard drive for a short moment. Then it repeats this cycle, never getting past the hard drive momentary access. Drive does not spin beyond the initial spin noise. White light on front of unit continues to blink as it keeps attempting the hard drive access. This will go on until powered down with power button.

The fan does not operate (although it did after 1 battery reset. But after another SMC, it stopped coming on)

The power adapter charges the battery and the light is green.

The optical drive will accept a DVD and pull it into the drive bay, and it will eject the DVD when holding down the track pad upon pressing the start button.

There is no Mac Start up chime.

What I have tried:

The battery reset

SMC Reset,

Replaced the Ram,

Replaced the Hard Drive

Replaced the Power Adapter

Using an external Keyboard.

This one has me stumped.

Anybody have any ideas what to look at next?

CD/DVD type is irrelevant. It won't boot. It doesn't get that far. I've tried external boot drives as well.
