You need to add stuff to your sd card by going to your storage settings

My BLU 4.0L would not text or check email because I had the low memory problem and the 32G did not have any data on it even though in SETTINGS the SD was the preferred loading location. For a month I researched how to fix, finally I found FACTORY RESET. This is very simple but it clears all user data on phone, so I HIGHLY recommend saving data you want to keep (like contacts and pictures). My BLU (bought used) never took pictures that I could send or save, so I did not have any pictures, but I saved my CONTACTS to both SIM and SD. With data saved, power down phone, remove SIM and SD (if you don't have SD then I highly recommend getting 16-32G at EBay or retailer of your choice) so that the BLU loads data on it and stops using phone memory because the Android OS takes over 2G of the 4G available on the BLU 4.0L internal memory. Also, I suggest being near your wireless network so the BLU can easily reload programs. At this point the phone should be ready to power-up without SIM and SD cards, the instructions can be found at:

Go to the above link and follow instructions, it took me a couple of tries but it is well worth the effort. The steps are HOLD volume up and down at same time as holding power button; from the menu choose "Wipe Data/Factory Reset" by using Volume buttons to scroll and Power button to select options. Volume buttons to scroll to Yes--delete all user data and press POWER Button. (I found that sometimes I had to use the HOME button to enter) Once you have wiped data and did factory reset, I suggest powering down installing the SIM and SD, go to setting and verify the SD is recognized, the phone will begin reloading programs via Wi-Fi (must select Wi-Fi network and enter Wi-Fi password) and place most programs on the SD except the 2G OS. This whole reload took an hour or so and now EVERYTHING on the phone is better!!! I have plenty of memory (over 1G of internal and over 30G on SD) The camera works, I can send pictures!!! I fell back in love with this $40 phone, but as far as internet, I do not use a data plan so I cannot give an opinion. I hope this helps.
