Repairing MacPro 1,1 with no HDD or GPU

I have the mounting brackets and hard drives for the Mac, also I had a ATI Radeon x1950 Pro which I placed into a PCI Lane. GPU seems to be running but no image is being pushed to monitor through the DVI connection.

How should I proceed?
