geecelli17, on your lawn tractor you say it is a new starter, so that would lead me to think the ring gear on fly wheel is worn/damaged. You by chance may be able to turn the engine a little by hand which turns the ring gear out of the worn(damaged teeth) area and may now turn with the starter. If ring gear teeth all look good your new starter could be faulty, sticking drive gear/worn/damage gear/wrong starter/ mounted loose and will need to be repaired/replaced. See video links, as they may help diagnose.Good luck.

I hope this helped you out, if so let me know by pressing the helpful button.

geecelli17 you are not telling us if the starter just turns or if engages the flywheel by moving the pinion gear forward. It will help if you can give us the engine number from your mower. When the starter motor is activated, the pinion gear should engage the flywheel ring gear and crank the engine. If the starter motor drive does not react properly, inspect the helix and pinion gear for freedom of operation. The pinion gear should be inspected for damaged teeth. Pinion gear must move freely on helix.
