Why can I no longer send pictures with a text

I can no longer send pictures with a text message. When I try I get a square that says tap to down load. that doesn't work. I can still receive pictures. I called my carrier none of their suggestions worked

Go to Settings --> Messages

Check that the following are switched on:

a) iMessage

b) Send as SMS
