How to fix activation Wifi button?

I already restored to factory data. I have Stock Rom and I used Nexus Root Toolkit, but I didn't solve the problem. How can I fix the problem?

Please give us some more detail. What 'WIFI button'?, when did it stop working? was it after a previous repair? what repairs have been done?

I never fixed the phone because I never had no problem. In the drop down menĂ¹, WiFi is not enabled. It remains in "Activation WiFi..." but it is not turn on. Also in settings, WiFi doesn't work.
