@ksfuller , Kaleb Fuller , It could possibly be defective battery/charger or cable/charger port and some forums state it could even be a software issue fixed by doing a factory reset. Check your charge port for dust/lint/debri and check for damage contacts or loose fitting port(pick out lint with tooth pick carefully or blow out with compressed air). Try another compatible charger/cord to see if the problem might be defective charger. Find below a link to a partial disassembly guide so you can access charge port to inspect and perhaps test with DVOM and to change battery if need be. Link #2 is your manual which has factory reset procedure if wanting to try that route first if you can. Good luck.

Replacing either the battery or the charging port will require soldering as they are both soldered to the board . So with that said before replacing either one you may want to just disconnect the battery and reconnect it . This is a common problem with tablets and an easy fix (not so much with this tablet). So crack open the tablet and desolder the two connections from the motherboard then resolder. Once done try to reboot. If this gives no joy then replace the battery and the charge port while you have your soldering iron out . Hope this helps
