Why does my mouse jump when I am scrolling?
when i use my mouse to go to a place i want to stop at it jumps to somewhere else
how can i stop that?

Try looking around at the mouse settings, there may be something there that can help you out, try reinstalling the drivers for the mouse as well. But if your mouse keeps on jumping make sure it's not alive ;)

I changed my logic board for my MacBook Pro and got the cursor jumping after finishing installation and took The Thermal Surfer Purifier with a clean cloth and put some drop and clean the mousepad, problem gone. May any other solvent could works.
