Hi,

Use a DMM (Digital MultiMeter - Voltmeter function) to verify that the AC power adapter is supplying the correct voltage. Here is an image that shows how to do this.

If the adapter's output is correct how long have you had the laptop? There is a 12 months warranty on the device. If you feel that the laptop is still covered by the warranty period, verify the purchase date as per the date on the purchase receipt and then if the warranty period is still valid, consult the warranty statement in the user guide that came with the laptop as to what to do to make a claim for a warranty repair or replacement.

If the laptop is no longer covered by warranty you may wish to try a power reset to see if this resolves the problem. This is done by disconnecting the charger from the laptop, then opening the laptop and disconnecting the battery from the motherboard (you only have to disconnect the cable not remove the battery from the laptop), and then pressing and holding the Power button for 30 seconds to remove any residual power from the laptop. Once this is done reconnect the battery, close up the laptop, reconnect and switch on the charger and try to start the laptop.

Here is a link to the service manual for your device. Scroll to p.34 to see the necessary pre-requisites and then the procedure for disconnecting the battery cable.
