How can I recover my data?

i have a new WD Passport 2TB drive and i want to copy file from my Touro but, when i want to copy my file my mac say that the file wan cannot be written or read, and "The operation can’t be completed because you don’t have permission to access some of the items." weird thing is the file i want to copy was detected and showed in the finder and also i have some squeaking noise or like scratching from the touro and i think it have a problem so i want to backup my file before the touro is dead, what is the best solution

already change cable from 3.0 to 2.0 just same and after i eject the touro, i pull the cable from usb port and it give me a noise.
