Message on phone unfortunately phone has stopped
I can't dial out. I can use all other functions. Ibcan even revive calls but can not make them.

Use contacts to backup contacts just in case. Now open Settings->apps. Look for Phone-app. Clear/cache/data. Preferably restart phone.
