The bottom 3rd og my Vizio D43-c1TV is brighter than the reset of the screen but the brighter half also blurrs slightly. and its across the whole bottom of the screen.

Darius Phillips looks like you are having issues with the Gate drivers on your panel. I'd start with a new T-con board or a complete TV repair Kit from places like this. Definitely affordable.

Darius Phillips could be a bad panel, bad power board, bad main board. What have you checked? Post some images of what your screen looks like so we can see what you see. Use this guide Adding images to an existing question for that.

I changed outlets, Unpluged for 15 minutes and tryed pressured in a few places
