Is thermal grease/paste also electrically conductive?

Is thermal grease/paste also electrically conductive? I've seen phone line repairmen squeeze a dollop of this clear grease into a phone jack before they plug a RJ11 in and they tell me that it's an electrically-conductive grease that prevents moisture from interfering with the connection but conducts electricity fine.

Hi,

It depends on what is in the grease compound.

Here is a link to one example where it is both electrically and thermally conductive.

Whereas this one is non electrically conductive but has high thermal conductivity.
